§ 37.004. ADMINISTRATION.

  • (A) The city functions under the Mayor/Council form of government. By statute, the Mayor is to supervise the conduct of all city departments and employees. The Mayor is to promulgate procedures to “insure orderly administration of the functions of city government,” subject to the disapproval of the Council.

    (B) The Mayor’s designee for personnel functions in the city is the City Clerk/Administrator, hereinafter referred to as the Personnel Officer.
    (C) The policies and procedures will be maintained by the Personnel Officer and will be reviewed annually in cooperation with other units of the city’s administration. Recommended revisions in these policies and procedures will be made by the Mayor to the City Council for final approval.
